“中国民主党美国总部”前身来源于刘东星先生组建“中国民主党美东地区总部”。随着民主运动形势发展的需要,2006 年8月13日, “中国民主党第一次代表大会”在美国纽约法拉盛喜来登饭店隆重召开，来自中国各省市自治区的111名代表出席了会议，会议通过了中国民主党的章程及党纲和若干重要的决议。会议还按党章规定以无记名投票方式选举产生党的中央领导机构。会议同时决定在"中国民主党美东地区总部"基础上重新组建并定名为“中国民主党美国总部”。

中国民主运动已经有几十年的历史，民运一直在走下坡路，这是一个不容再予回避的痛苦事实，中国民运代表着中国十三亿人民的根本利益，它具有无可质疑的正义性和正当性。但至今还没有一个坚强有力的民运组织。如果说在大陆受到中共的打压，破坏和逼迫而不能，那么在中共控制影响相对较弱的海外，则完全可以建立起一支坚强有力的民运组织。中国民运在美国这样一块自由的土地上，在有数百万中国侨民生息活动的环境中，至今没有对中共产生影响，这促使每一位参与中国民主运动者都应当深刻检讨：为什么民运没有得到广大人民群众的衷心拥护？为什么民运组织一直裹足不前？实现民主中国，是所有民运人士的共同目标和志向。实现民主的方法或道路可以多种多样，不管是走“贵族民运、 沙龙民运和清谈民运 ”或者其它运动的任何方式，其关键是要得到人民群众的支持，特别是要得到草根民众的支持。脱离了人民群众的支持，侈谈民运发展无异于缘木求鱼！

Summary of the Current Situation of China Democracy Party American Headquarter
We members of China Democracy Party are a group of people who came from China in pursuit of democracy and freedom. We are the young generation who struggle for terminating CCP’s autocratic ruling and realize the democratic system in China at an earlier date.
All efforts made by China Democracy Party in promoting the Chinese democratic movement are for one goal, which is to establish truly a democratic political government in our China in which the people can exercise their political rights freely and without fears.
What are the differences between an autocratic system and a democratic one?
The characteristics of an autocratic system are: the government has unlimited powers but the people have no protection on their rights. The characteristics of a democratic system are: the people’s rights are protected and the government’s powers can be balanced and restricted.
China Democracy Party started on June 25, 1998 when the political opponents in mainland China, the democrats in Zhejiang region, applied for registration for “China Democracy Party” to Civil Affairs Department of Zhejiang Province and released to the media A Public Proclamation of the Founding of China Democracy Party Zhejiang Preparatory Committee, hence opening a new leaf for the formation of a party of the democratic movement in China.
China Democracy Party adopts the direct democratic election system and members of party committees of all levels and their leaders are elected from lower levels and service terms are practices.
China Democracy Party, USA Headquarters is the extended branch of domestic China Democracy Party and has become the back-up support of all imprisoned domestic democrats. In recent years, China Democracy Party, USA Headquarters has established China Democracy Party branches in many countries in the world and directly participated in all democratic movements in the United States. Democrats in the practice of democratic movement, through study and personal experience, have made huge changes in democratic thoughts and ideals and the majority members and cardres have become the gravediggers of the tyrannical system.
“China Democracy Party, USA Headquarters” originated from “China Democracy Party, Eastern American Headquarter” established by Mr. LIU, Dong Xing. To suit the need of the development of the democratic movement, on August 13, 2006, “The First China Democracy Party Congress” was held in Sheraton Hotel in Flushing New York, USA. 111 delegates from all provinces, cities and autonomous regions were present at the meeting. China Democracy Party passed the Constitutions of China Democracy Party, Party Principles, and some important resolutions. During the meeting, the Party’s Central Leading Institution was also elected by secret ballots according to the stipulations of the Constitution. The Meeting decided also to reform the Party on the basis of “China Democracy Party, Eastern American Headquarter” and rename it as “China Democracy Party, USA Headquarters”
“China Democracy Party, USA Headquarters” was registered in New York, USA on August 14, 2006.

The 12 Political principles of China Democracy Party
1. Politics must go back to the Constitution; CCP’s one-party politics must be terminated;
2. Release party ban and return to the people their freedom to form organizations
3. Release press ban, and safeguard openness of the people’s speeches;
4. Return production to the people and no private properties can be violated;
5. Government elected by the people, officials of all levels directly elected by citizens;
6. Independent legislation; forbid intervention of powers and money;
7. The Army must be nationalized and soldiers must not be involved in politics;
8. Reform land and return private farmland to the farmers;
9. Abolish household registration, and all citizens have equal status;
10. Compulsory education, totally free for elementary and high school students;
11. Social welfare regards everyone the same, male or female, old and small;
12. Nationality autonomy, respect freedom of religious beliefs.

Today in China, apart from a small portion of corrupted officials and profiteers who rely on CCP’s privileges, most powerless ordinary people are struggling to survive just above the poverty line and will lose their basic living protection. The powerless Chinese people are deprived by CCP of their basic human rights as ordinary citizens. People have no freedom of speech, or freedom of assembly or of belief, let alone the freedom to choose the government and the social system, the freedom to migrate. Beside forcibly obedient to CCP government’s suppression, the people have lost their basic living conditions. They are forced to do dangerous jobs. People drink polluted water and breathe filthy air. They have nowhere to seek help or make complaints and are put under the miserable condition of no hopes. What is worse is that CCP controls all media and tries every means to befool people’s thoughts, which make the majority ordinary Chinese people unaware of the fact that their own rights have already been deprived and still regard CCP who are suppressing themselves as savior and leader. When someone awakens and questions the legality of CCP’s ruling, CCP will throw the dissident into jail or execution ground.
Currently, the 1.3 billion Chinese people are still under the persecution of communist totalitarianism. The reason why the people do not voice is not because that they do not want to voice, but because that they do not dare to or have no channels to voice under the CCP totalitarian rule.
The Chinese democratic movement has a history of several dozen years. It has been declining all the time, which is an unavoidable and painful fact. The Chinese democratic movement stands for the basic interests of the 1.3 billion Chinese people and has unquestionable justness and fairness. But so far a strong and powerful democratic movement organization has not emerged. If within China, it is impossible to establish a strong and powerful democratic movement organization due to CCP’s suppression, obstruction and force, then in abroad where CCP’s control and influence is comparatively weaker, it is absolutely possible to establish a democratic movement organization. In the free land of America, an environment where millions of overseas Chinese lives in, the Chinese democratic movement has not yet had influence to CCP. Everyone who participates in the Chinese democratic movement must make a deep analysis as to why Chinese democratic movement has not won heartfelt support from the people and why Chinese democratic movement has stopped development. To realize the democratic China is the common goal and ambition of all democrats. Ways to realize democracy may diversify, whether via a road of “an aristocratic democratic movement, a salon democratic movement, a clean and quiet democratic movement” or other means. The essence is to obtain the people’s support, especially those from the ordinary people. Without the people’s support, talking about the development of Chinese democratic movement is nothing but a sounding but fruitless approach!
For historical reasons, the Chinese democratic movements were all initiated by intellectuals who contacted western civilization earliest abroad. Those elite democrats basically would not accept participation of the ordinary people. Therefore, they did not understand the current real situation of the Chinese democratic movement or the basic needs of the people, so they changed the Chinese democratic movement mostly into a form of “an aristocratic democratic movement”, “a salon democratic movement”, and “a clean and quiet democratic movement”. Their main activities were surrounded by holding discussion meetings, seminars, and academic debates. The most common expression forms of democratic movement were to write articles and make statements. Beside a struggle of tongues, the democratic movement has had no substitution means of activity. This movement means is practically an old route that “it is impossible for a skillful writer to make rebellion within ten years!”
Currently, the basic concepts of democratic movement and essential appeals should be very simple and brief: Let every ordinary person fully participate and develop the foundation of the democratic movement from the root. The democratic movement belongs to the majority people. Members of China Democracy Party are shouldering such a historic mission. In order to accelerate the democratic process in China, we must remember well the failure lessons of previous democratic movements and actively publicize and enlarge organizational strength and try to build up a really powerful China Democracy Party organization. Only when the democratic strength becomes powerful, will the day come when the autocratic CCP is terminated.
Although China Democracy Party members are a group of ordinary people, our longing for freedom and democracy is the most direct and the most intense. This is because we have already become sober and resuscitated; we have the deepest feelings of the 1.3 billion Chinese victims. This is because we are enjoying happiness and ease that democracy brings to the people and we also suffered a lot of pains and miseries under the CCP autocratic rule. In order to prevent our later generations from repeating our past and pains, only by rising up to overthrow and terminate autocratic autocracy can China has daybreak and the people enjoy safety and health.
